Learning Framework Guidelines

There are three things that need to be done in this session, which will be conducted in an interview format, with the ‘host’ interviewing the Focus Network representative, and encouraging questions and comments from the other participants in the session.


The three parts of this session are:

  1. Hearing what the Focus Network (FN) set out to do in its Action Plan (brief)
  2. Hearing the responses the FN representative gave to the first round of Learning and Evaluation (L&E) questions discussed in 2006 (the questions and answers will be provided in advance)
  3. Conducting the second round L&E interview with the FN representative


Prior to starting the interview, ask for two volunteers who will work together to:

  • record the key points of the interview ensuring that they are captured in the wiki
  • present a 5 minute summary in plenary following break


1. Questions about the Focus Network and its Action Plan

  • What is the name of your Network?
  • What is/are the Network Coordinator(s) name(s)?
  • What does the network work to do?
  • In one or two sentences, describe what your Action Plan was designed to do.


2. Questions on Stage one of the Learning and Evaluation Framework

During the first stage of implementing the Harambee L&E framework, you were asked to reflect on your situation as you were beginning to implement your Action Plan. I’d like to quickly go over the questions and your responses. After that I’d like to ask you a few questions on where you stand now….


Here is a summary of the questions and your responses to that first stage.
First, you were asked about your SITUATION:
Q: What do I think are the salient features of the situation that I face? Your response was:
Q: Why do I think those are the salient features? Your response was:


Then, you were asked about the OUTCOMES you hoped to see:
Q: What outcomes do I think are desirable in this situation? Your response was:
Q: Why do I think those outcomes are desirable in this situation? Your response was:


Finally, you were asked about the ACTIONS you think will contribute to those outcomes:
Q: What actions do I expect to lead to those outcomes in that situation? Your response was:
Q: Why do I think those actions will lead to those outcomes in that situation? Your response was:


3. Questions to Review Where You are Now

Now I’d like to take you through a process of looking at what happened in relation to what you expected to happen…..


I’d like you to ask yourself the following questions about your SITUATION:
Q: In what ways were you mistaken about the situation?
Q: Which of my assumptions about the situation misled you?
Q: What have you learned? What different conclusions would you reach about similar situations in future?


Now, let’s move to the OUTCOMES you expected:
Q: In what ways were you mistaken about the desirability of the pursued outcomes?
Q: Which of your reasons for favouring those outcomes misled me?
Q: What have you learned? What outcomes will you try to pursue when next in such a situation?


Finally, let’s consider the ACTIONS you anticipated:
Q: Did you succeed in carrying out the planned actions? If not, what prevented or discouraged you? What have you learned about yourself, your skills, your attitudes, and so on?
Q: If I did carry out the actions, in what ways were you mistaken about the effect they would have? Which of your assumptions about the actions misled me?
Q: What have you learned? What actions will you try next time you am pursuing similar outcomes in a similar situation?


One final question used to support learning utilisation...
"When will be your next opportunity to make use of your new insights? What will you do to make use of them?"
